Old DOS program wants COM port

What happened to the ability to start the computer
in "DOS mode" when running Windows-2000?

I have an old DOS program that wants to use its own
COM port driver to communicate with a special medical 
device connected to COM1. Under Windows-95/98, I'd 
restart the computer in DOS mode, and the program 
would run fine. Under Windows-2000, though, there is 
no DOS mode! The program can't communicate with 
the serial device connected to COM1 (presumably 
because of conflict with the Windows COM driver). 

Here's what I've tried:
   - Used "Device Manger" to disable COM1.
     I think this completely turned off COM1, so the
     program was really screwed.
   - Used "Add/Remove Hardware" on Control Panel
     to uninstall the COM driver. No luck.
