I can't say for sure about the service pack folder.........I just left mine alone. To access safe mode in 98 simply choose 98 on your bootmenu and then as soon as you hit enter hold the ctrl key down like you would normally (or you can try waiting for the "starting windows 98..." msg and hit F8)
