Try using delpart to clean the hard drives entirely before installing 98. A good
search engine should be able to find it.
Lots of techs I used to work with recommended it for going from NT4 to 9x since they
claimed that NT4 left bits of itself that fdisk alone was not able to correct. Something
similar might be happening to NT5. Oops. I mean Windows 2000.
