Dual boot win2k/98 cant install 98, appears to have no dos!

I currently have a 20GB hard drive with windows2000 installed on it, in FAT32 format.
I recently purchassed an additional 2.5GB hard drive, with the intention of installing
windows98 on it.
(This was so i could dual boot, and for various reasons, formatting the 20GB drive
and starting fresh is simply not an option.)
It currently recognises both drives, and updates the ESCD successfully, and then
it has problems. If i insert a win98 boot up disk for it (as it asks,) it says that
"NTLDR is missing".
I figured that if i removed the 20GB drive, and tried to format/install on the 2.5GB
drive first, then put the 20GB drive back in, it might work, but sadly it did'nt
work.
Any suggestions or solutions would be greatly appreciated.
