If you mean how do you put a link into a web page, you need to specify:

protocol/server:port/newsgroup

The protocol is going to be nttp, the server whatever the name of your news server 
is, the port is usually 119, and the newsgroup whatever you are trying to use.

For example:

href=nttp://www.usenet.com:119/alt.binaries.computer

which is placed in an anchor tag.
