If you look under C:\Documents and Settings you will notice the "All users" profile instead of the profile of the user adding the program. Some programs install their startup menu items to the all users profile. Right click on Start Menu, click on "Open all users" to get to the start menu settings or go through windows explorer (ie: C:\Documents and Settings\All Users\Start Menu\Programs) to remove any unwanted ones.
