Even I had the same problem with Win2K (using SP2). Today some how the icons started
displaying in 16 colors. After lot of tweaking nothing worked. So in frustration
I deleted the [HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics] Key and rebooted
the machine. And to my surprise the Win2k started showing Icons in true color (you
may need to check the "Show Icons in all possible colors" in display properties).
Hoping this will work for you all too !
