I was experiening the same problem. One by one I went through each of these steps.
Changing one thing, rebooting, went to the next. It wasn't until I unchecked show
icons using all possible colors applied, went into the registry and changed 4 to
16 again (for the third time), and then clicked add/remove programs that everything
changed. As soon as it loaded all the icons loaded into 16-bit. Very interesting.
