The problem is that 2k has a built in system file protection function. Once you reboot, windows scans your files, discovers that your keyboard layout file has been altered, and reverts the "corrupted" file back to its normal state. To get around this you have to disable this "feature" by editing the registry. Haven't done this myself for a while, and I don't remember how its done. Do a search on google for people who have problems installing dvorak drivers. You should stumble over a guide.
