Registry value is always overwritten

I have a question about Speed up the Start Menu:

I'm trying to set the HKCU\Contral Panel\desktop\StartMenuDelay key to a value >400, in windows 2000. But, everytime I log off and log back in, the value gets reset to 400. Does anyone know what would be resetting the value? I've disable all startup programs and this still happens!
