Same problem - I have narrowed it down to Norton Internet Security - one of these
'fixes' fixes Windows and IIS etc.
Seems to be part of the Norton Proxy - Am still investigating and have submitted
a problem report to Symantec will advise if any luck - Have you fixed it - and how?
