I'm not sure if it applies back to W2K, but my experience with XP has been you must also modify the default value in the "shell" key: this seems to be used (or at least, usable) to direct Windows to the default action. Thus, you might call your new key "Explorer" instead of "Open", and set the default value to "Explorer".
