Same problem. Thought I was going crazy until I got on Google and just entered "jpg saves as bmp" and saw all the chatter about this. I downloaded Netscape and get the same condition. So it probably is not the browser. It happens with Win 98, 2000, NT, XP. With IE 5.5 & 6.0, maybe others. With Netscape. Looks like it might be some sort of low profile virus!
