No Underlined Letters in w2k Menus

I used to use w98 and the Menu bar stuff like File, Edit, View, the letters F E V
would be underlined, so I'd just have to press alt+letter to popdown that menu. But
in w2k, the letters arn't underlined until I press alt first.
Is there a way to make it always underlined like it used to be in previous OS versions?
