Question about 'When I choose ''Shut Down'' from the Start Menu, my computer restarts instead of shutting down'

Good day,
I am experiencing a variation on this theme with Windows 2000 Professional. I've
read through all related articles on Annoyances.org, and on other forums, but have
not been able to solve my problem.
My version of the problem: When I choose shut-down to shut down my PC, the PC restarts
instead of shutting down. However, now if I select shut-down, it will shut down
fine. Thus it takes two shut-downs (the first restarting) in order to finally shut
down the PC. After it has finally shut down, the next time I use it, I will get
the same behaviour (i.e. it will require two shut-downs in order to actually shut
down the PC).
I have tried all of the relevent tips from these pages (e.g. turning off reboot-on-error,
upgrading by Easy CD Creator software, etc.) but nothing has worked.
From my point of view, it appears strange that it should shut down fine the second
time. One would think that a device conflict, or something like that, would exist
all the time, causing my PC to restart every time I try to shut down.
Please note that I never see a BSOD when the PC restarts. It almost appears that
my PC thinks I chose "restart" instead of "shut-down" when I first try to shut it
down.
I have made several changes to the PC recently (software and hardware) so I reckon
one of these is to blame, but I would really like to avoid uninstalling everything
one-by-one to find out what is causing the problem. If anyone has seen this before,
or can give me some advice in advance, I would very much appreciate it. If no one
can help, then I guess I'll start slowly uninstalling things....
One final thought: I can't be sure, but I think the problem may have appeared after
installing a LinkSys Wireless PC card. Like I said, I upgraded so many things in
such a short span of time, I can't be sure about that. But just in case, has anyone
heard of any interactions between Win2000 Pro and these cards?
Finally, I should also mention that otherwise, the PC is in top working condition
-- All the devices function as they should, none of them complain, and everything
in the hardware device manager looks clean.
Thanks to everyone in advance,
Michael
