You have probably already tried this but if not, right-click the taskbar, select
properties, and go to the 'advanced' tab. Down the bottom there is a tickbox to control
scrolling of the programs menu - make sure it is turned off. Also, make sure the
'enable personalized menus' box (under the 'general' tab) is unchecked if you don't
want half your programs to be hidden. You might need to log back on to see the changes
take effect, I'm not sure.
