Help, setting is gone

hi, Err, I know this sounds domb but I lost how to get to taskbar options. I hav only just moved up to 2K and I was on windoze 98 SE. There is NO settings menu on my Start menu and it isnt in the Control Panel. I tried right- clicking and Properities. But It said to me "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator" I am the Admin, and have even tried doing this job logged in as Admin user. It doesn't work. I hav a feeling that this problem was on windoze98 as well but I'm not sure. Can you help me remove it.... This system of settings is CRAP I think I love Linux much better but I felt I should have both, this is my duel boot sys. Thanx alot if you can hlp me :)
