Ok, I had to change these directions around a little bit to make it work for me.
Here's how to fix it:
1) Open RegEdit (Run>regedit)
2) Search for "Shell Icon BPP"
You should find three of them.
3) Change the value from "16" to "32" for all
three "Shell Icon BPP"'s
4) Reboot.
5) If they don't change to true color mode after that:
1) Open Display Properties
2) Click "Effects" tab
3) Check "Show icons using all posible colors"
4) Click apply.
That should be it!
