get a program called Spoon proxy
it worked for us, until we eventaully figured it out.
the win98se computer needs to be set to "get all settings automatically" ie, internet
explorer settings, NIC settings etc etc
the win2000 machine should have a static IP of yes 192.168.0.1 on its NIC -> Win98
