It may seem intuitive, but I had this problem and never thought to check the system properties for the registry quota. Turned out that my max reg. quota setting was too low and the registry had grown to be bigger than what was allowed...ergo, the problem. I restored the registry, increased the registry quota, and rebooted. All has been well since then.
