I had the same problem. Running option #3 as you did actually turned on my numlock, but not until after I was logged in. The problem is I wanted my numlock on for my login password. If this is your problem too, then you need to set HKEY_USERS\.DEFAULT\Control Panel\Keyboard\InitialKeyboardIndicators to the value 2, just like the HKEY_CURRENT_USER setting. Good luck.
