I had the same prob. i replaced explorer.exe with one from c:\winnt\servicepackfiles\i386. (This is where it was for w2000 server). You can get it from the original disks if you haven't installed any service packs. I started in safe mode-with-command prompt and renamed c:\winnt\explorer.exe to something else and then went to c:\winnt\servic~1\i386 and used the command, "copy explorer.exe c:\winnt\". On reboot all was fine. Lot's more fun than reinstalling windows.
