I had a similar problem. I had Win ME. I was uninstalling Norton Antivirus 2002. It did get uninstalled properly. Then I restarted the PC to install Norton Antivirus 2003 Professional Edition. Thats when the problem started. It asked me to restart to finish updating. And then at startup it said "Windows could not upgrade the file %1 from %2". I would get just 2 error massages - the same message twice. But thn i could go on to Windows. To remove this, I re-installed Windows ME. Thts when I would get the same message continuously. I just left it for like 20 minutes while it was displaying the same message, but then finally windows got installed and i could access the Windows screen again. Thn, i quickly backed up the data and formatted it.
