The answer was staring me in the face all along. In Tweak UI under the "New" tab,
as well as being able to remove existing New filetypes you can also drag an existing
document template into this area and TweakUI will create a new filetype for this
on the Windows Explorer menu. Although the entry is still showing as (blank) in TweakUI's
New filetype list, it correctly shows as "Text Document" on the Windows Explorer
New menu.
