I had this problem with my WinXP home edition PC. I boiled it down to a firewire
card I had just put in (Belkin PCI). Take the card out and the PC shut down fine.
Put the card back in and the PC fires up immediately.
Was very puzzled and frankly at my wits end. Stumbled across this and went into
my BIOS - hey presto it worked first time. I have NEVER changed my BIOS to my knowledge,
so I have no idea why this started to happen. I am just grateful that the damn thing
shuts down. I've never even heard of the PME settings before. Ah well - you live
and learn.
