Not as far as I know.  The nearest shortcut to this is for explorer windows.  If 
they are set to open a new window every time you open a folder, then holding Shift 
whilst clicking the "X" close button will close all previously opened windows too.

However, it techniquely shouldn't be difficult to write an application (e.g. in Visual 
Basic) that would ask every running program to close...
