Nothing of the above functions.
The Correct way is:
Use regedt32 and import the hive NTUSER from DefaultUser
Create a new key
"\Software\Microsoft\Internet Connection Wizard"
Put the 2 Valvues "Completed (Reg_BINARY) 01 00 00 00"
and
"DesktopChanged (D_WORD) 1" in it.
Remove the hive again
Now it works for all new created Users
To make it work on old users you have to import the hive from each user and create
the valvue in their Userprofile.
