What do these symptoms mean?

I work in a large enterprise and lately many of our computers have been getting these
symptoms
1.Control Panel is showing all the icons to the left (about two-icon width), with
a scroll bar in the middle of the window.To the right of the scrollbar, the window
is left blank
2.Add Remove Programs is mixed up. It doesn't show anything in the center (where
the programs should be) and the title is all mixed up.
3. You can Cut or Copy but you cannot Paste. The "Paste" option is always disabled.
4. Sometimes you cannot drag and drop, but that is rare.
Now these symptoms dissapear after a restart but reappear after a while again.
Using the Microsoft Security Updates 823980 and 824146 seems to fix this, so I originaly
suspected a Blaster variant, however I'm using Corpotate Norton AV with the latest
definitions and it doesn't pick up anything suspicious.
I know something is going on but I just can't prove it. (I'm trying to convince my
superior that taking the time to apply the 2 security updates would be worthwile
and will solve the problem)
Anyone know for certain what is causing these symptoms?
