Explorer.EXE startup problem

Every time I start up win2000, I have to ctrl-alt-del, kill explorer.exe, and then start explorer.exe again to get an active desktop/web access. Otherwise I can only run programs through the task manager, and I get no web access. This just started happening one day when I booted up. What gives?
