I found this registry entry as the culprit:
KEY:
HKEY_CURRENT_USER\Software\Microsoft\Office\9.0\Excel\Options
VALUE:
AltStartup 
STRING:
(in my case, it was the desktop folder for my user account)
C:\Documents and Settings\(myusername)\Desktop

I found that once I cleared the string for this value (AltStartup) 
it stopped opening all the files on my desktop. I tested this by 
putting another folder name in this registry value, and Excel 
opened (or attempted to open) ALL of the files in that directory 
(including files that have nothing to do with Excel!).
