Windows Explorer will not open

When I click on "windows explorer" it will not open up
windows explorer.
When I look at the processes running it shows that
explorer is busy 99%.
This also happens when I click on settings and control panel, it does not open and
the explorer busy goes to 99%.
If I kill explorer.exe and start it back up using new task then explorer.exe starts
back up and it goes back to 00%.
I have run spyhunter, spy-bots, spysweeper, AVG, Trend Micro anti-virus, I have defraged
and ran chkdsk.
Does any one have any ideas of what to do?
Please help.
