My XP pro system PC was doing just this. It would shut down and then it would restart.
However, the following change to the registry sorts it out very well.
Go Start/run and type regedit. Then find the following string as follows:
HKEY_LOCAL_MACHINE\software\microsoft\windows NT\current version\winlogon Change
PowerdownAftershutdown from 0 to 1.
Change from 0 to 1 and exit out of regedit. You machine should shut down perfectly...well
mine does in any case!!
