Both of these are off yet the Start menu still scrolls. I only have 1 folder that has enough entries in it TO scroll, but it's off the root Start menu and not under the "Programs" entry. Oddly, moving it under "Programs" makes it into columns. I guess Microslop didn't test their code sufficiently enough...
