A client of mine has this problem (I've been working on it for the past 2 hours).
I've seen posts at expert exchange with no resolution, other than there and here
I can't seem to find any site on the internet that references this actual error.
The user had adaware and was using it.
System: Windows 2000 SP4 only a few months old
Symptom: No quicklaunch bar, when right clicking on start bar, going to toolbars,
and selecting either "Desktop" or "Quick Launch" an error window pops up titled "Toolbar"
and states "Cannot create toolbar." This is NOT "Cannot create toolbar for ..." that
is easily solved. The quick launch folder in %approot%\microsoft\internet explorer\
is preset as it is in every profile on the system, the desktop folder is also in
its appropriate place under the profiles. Different problem here.
Methodolgy: First things I did was uninstall from add/remove programs (not much but
there never is). Then I installed Spybot S&D 1.3 and updated, immunized and did a
scan. 89 problems found and fixed, rebooted did another scan, came up clean. Found
a few weird processes still running, so I downloaded the latest version of spysweeper
from www.spysweeper.com (great program but pay, I use it in conjunction with spybot
for bad cases) and got the latest definitions and did a full scan. Another 118 problems
found (most were tracking cookies). Two trojans were found despite running symantec
corporate 8.1 with definitions from 6/30, but sadly I figured this would be the end
of it and cleared the quarantined items folder so I don't know the exact names.
One thing that I STILL had to manually remove was something called LoadGolfCourses.exe
that kept putting itself in the startup folder. It was located in c:\program files\minigolf,
I deleted the .exe from here and it stopped coming back.
When this didn't solve it I figured some kind of system file was broken, so I reinstalled
IE6 SP1, then ran an SFC /SCANNOW, then reinstalled Win2k SP4 and made sure I had
all the latest updates. None of this made any difference.
I googled around a bit and found a script file to 'fix' this as well as a kellys-korner
executable for WinXP that fixes IE/shell toolbar problems. This made no difference.
I then reset the permissions & ownership on the entire documents and settings folder,
and reset the permission using regedt32 to the HKlocal user key.
I have created new (local and domain) user accounts and fresh profiles and this symptom
is present here as well as any administrative accounts (the main user is a local
administrator).
At this point this appears to be a very serious problem and I am not yet ready to
wipe and reinstall this machine as there would be about 6 hours of program reinstalling
(lots of CAD programs) as the system runs otherwise fine.
I might give Microsoft a call later this afternoon to figure out wahts going on.
