I'm not sure also,BUT reboot into safemode and check on them...properties/Ver./Date/maker/
If you are not sure at that point rename them
i.e. ~WRF3230.tmp to ~WRF3230.tm_
and then reboot and see if you have a new like them..
If so run the program down that's making the file.
By date or maker...
If not go back into safemode and remove them..
Most tmp files can be removed but some may be used by windows or other programs .

The key is ,,when you reboot to check on a new file like them...and if you have one
then uninstall the program that's making the file....
