This works:
Go to control panel - double click system
choose advanced tab
Click on settings within the performance box
Make sure 'use drop shadows for icon labels on the desktop' is ticked.
If not; tick and click apply, then ok and this should have reverted back,
If not and the box was already ticked, try unticking it, apply, then ok and then
restart the process over again
Another thing to try: right click on the desktop go to arrange icons by and scroll
down to 'lock web items on desktop' this should not be ticked.
