You may also want to  run Netdiag from the cmd (DOS window)..

You may not have it on your machine But  you can get it from MS, it will help run 
down the error

download it and then install it 
to *********   C:\>iptools  *********
from the dos window type cd C:\>iptools
and then type the command netdiag
it's like ipconfig but with more info and tools..
for a list of commands type netdiag /?
