Goto bootdisk.com and download win98se OEM ver.boot disk and use it...
After you download the file run it ,,, it will make a boot disk for you.. have a 
NEW 3 1/2 " disk on hand..
Then when ask for proof  tell it to look at the A: drive for it.
You can also use the number one disk from windows 3.0/3.1 if you have on one hand..or 
the number one disk from win98 disk set...
