Phantom PCI device

I have a problem where Windows keeps detecting a PCI device that isn't there. I was changing out a video card...I used add/remove to remove the drivers, then used add/remove hardware. After installing the new video card, Windows detected 2 new devices. One was the video card, but the other one is a mystery. It just says "PCI Device". I tried to find drivers....none found. I tried removing it, but it just comes back. I have it disabled in Device Manager, but it bugs me that it is still there... Anyone come across this before?
