Like Steve said and I don't think it can be done..
You can set it to show the last user (popin)
OR
You could do this, print out of list of user and tape it to the front of the machine 
with out the passwords..
If you have some one can't remember is logon name..
Or
You can download software like MagicTweak and others  that will pop up any thing 
you want (text box) b/4 the logon screen that will hold the logon names and passwords 
for this one computer only...(workgroup )
