I tried all of the previous suggestions but the solution was to download a utility from Microsoft (chkreg.exe) along with a 6 diskette XP boot set. The chkreg utility will modify disk 6 of the set. When you boot from the set, choose the repair option. This will run the chkreg.exe program. I my case it took less than 10 seconds to repair the registry and after rebooting I was back in business.
