You can run the Recovery Console by booting from the install CD and selecting "Repair". 
 

I don't know what you want to do.  It is possible to make a "boot floppy" that contains 
the special hidden boot files that normally reside on your C disk.  The OS installed 
on the hard drive has to be good though.
