win 2000 networking dialup prompt gone with internet explorer

i have been using for some time a win2k SP4 notebook with an ethernet 3com PCMCIA
adaptor to access an ADSL line over winpoet v.6 over PPP. i use a non admin login
on the internet. all i really did was uninstall winzip 8.1 and reinstall winzip 9.0
SR1. after that when i started the explorer (v6+sp1 etc) the dialup prompt would
no longer come up BOTH on my admin and my internet surfing login. instead the explorer
would hang. tried to reconfigure and check connection settings, properties etc to
no avail. manually starting winpoet connect would still open the internet connect.
after some registry cleaning the business started working again as before under the
admin acct. i.e. the prompt is back (not configured ofr automatic login), and i need
to press its button to connect to the internet as before. on the other login, it
is still the same, though i included that in the registry cleaning. anybody have
an idea what may be going on ?
