Accessing Internet Problem

I'm running Windows 2000 over a network. For the past 2-3 days, I’ve noticed it
takes 21 seconds for me to open my Internet Explorer (V6, SP1). Also, if I click
on a link in my e-mail, it takes that long for the related website to open, but a
dialog box “Locate Link Browser” also opens, looking for an executable file in “My
Documents”. Either of these functions also locks up my computer during the 21 seconds.
I also notice that now when I boot up, and it gets to the Windows 2000 main screen
(after log-in), the DOS window that normally appears and disappears in the blink
of an eye now shows for about 8-10 seconds and looks like something’s having to retry
before it's found?
I have run my anti-virus, CCleaner, Windows update, and rebooted, but I still have
the same problem. No one else on the network is having the problem, so I don't believe
it's a network problem.
What else should I look for?
