Apps not starting in command box

Whenever I open a command box and type in a command (e.g. ping, attrib, ipconfig) I get an error message: "The application failed to initialize properly (0x0000142)" The built-in commands, such as DIR, work fine. I can't find anything on Microsoft's support site that sounds remotely like this problem, nor anywhere else on the net, so if anyone can help I'd be delighted. Perry
