I should note that the gpedit.msc is just a quick tool to edit the reg file...
So to say if you are trying to do it in win98 you will need to run the regedit and 
look for the Control Panel items and then the Display /settingtab and change the 
0 to 1
besure to backup your reg file b/4 you edit it.

Note***in order to change it in win2k you will need to run the regedt32.exe  ,but 
only if you logon as the Admin.
