It's hard to say what you have running in the background that's slowing down the 
machine but it's a good bet it's Norton junk..
But you can try and run it down with the TaskMrg.
CTRL-ALT-DEL  and see what processes is using the CPU to a total of 100% or the biggest 
draw on it.

A Note****your CPU should not be over 1% most of the time if that...it may spike 
to 100% for just a sec. and then drop back down.

Once you find the item that's using the CPU the most highlight it and end the task 
for it.
You can also use this tool to disable it or set it for manual start at boot up.
