I'm inclined to think the following:
a) Print & file sharing needs to be setup on the one computer that you can't seem 
to findthe option for.
b) IP isn't set correctly on the one that does not show the IP address under ipconfig 
(try ipconfig /all) as they can't ping each other
c) I was assuming you were using a cat5 crossover cable, not a serial/parallel connection 
as determined above...can you please verify the connection media you are using?  
I shouldn't have assumed...

Try that and we'll pick up again from those answers.  You need to have an IP address 
scheme (i.e. you can give comp. a IP address 10.110.110.05 and the second an address 
of 110.110.110.10 which will yield a subnet mask of 255.0.0.0).  Make sure both comps. 
are on the same subnet (same network) and that they can (at the least) ping each 
other.  If they can't ping, then they obvisouly are not communicating.

Laslty, as the other person recommended, a router or switch would make the job much 
easier and also add more flexibility and security (not marginally, but still, more 
than before if you are sharing a connection...).
