Sounds like you have a software error in Explore.
Try this
CTRL-ALT-DEL   (TaskMrg.)  hightlight Explore.exe   select END task.
Then Start/Run    type in explore.exe 
See if this gets the desktop up right.
If so this just a temp fix, you will need to reinstall Explore or run the repair 
with the win2k cd.
