'Restart Windows without Restarting your Computer' = Nope, not in win2k,  because 
it's high security OS and needs to load the settings for the PC user...
Not to sure about the others you have posted.?
What are you trying to do. ?
You can run chkdsk to check your HD for errors.
see the HELP in win2k for more info and HOW TO.
